Industrial transfer is an important way to adjust industrial structure and industrialupgrading, is an optional way to coordinate regional development, so the transfer oftextile and garment industry in Zhejiang is an inevitable trend. But at the present stage,industrial transfer appears stagnated, industrial upgrading blocked, the dual structureis still prominent.Based on the relevant literature, the paper borrowed the framework of the"push-pull" theory of the population transfer and carried on theoretical analysis of thefactors affecting industrial transfer. Then, according to the reality of textile andgarment industry of Zhejiang, from the factors of production, location, industryupgrading and institutional environment, the paper analyzed the formation mechanismof industry transfer. These four factors together affect industries transfer: theintegrated situation of the labor force is better than the Midwest for the factors ofproduction, but land supply and demand, raw material prices and profit-driven capitalwill affect industry transfer; for the location of Zhejiang, industrial concentration andprofessional markets promotes each other which Hinder industry transfer, butdiffusion effect is not obvious; within the industry upgrading and industrialrestructuring slow, the impact of industrial transfer was not significant; institutionalenvironment began to impact on industrial transfer.Then based on the analysis of the mechanism, the paper built the industrialtransfer factors indicators, from Soma Major migration model deduced industrialtransfer factor regression model. the regression results found that labor costslong-term on the industrial transfer was positively, and labor productivity serious lagtransfer of industries slowly, raw materials, began to promote industrial transfer after2003; industrial concentration and industrial upgrading which affect industrial transferin general are not significant; for policy factors on industry transfer Market-orientedwas negatively correlated, which hindered the transfer of industry. Based on the aboveconclusion, the paper put forward reasonable and effective transfer recommendationsthat accelerating the ability of independent innovation and industrial upgrading, cultivating the new leading industry and establishing standard system of industrialtransfer and so on to promote textile and garment industry of Zhejiang.
