The history of Fuzzy Mathematics is not long, but Fuzzy Mathematics has been used in many fields. It owes to that Fuzzy Mathematics opens out the fuzzy essence of the relations between things. Cleaner Production Assesment(CPA) has the character of multiattribute and multilevel, it relates to various factors such as: technic, economy and environment etc, and in the evaluation process, the relationship between these characteristics and magnitude is also fuzzy. So it is reasonable and scientific to use the method of fuzzy synthesis evaluation on CPA.This paper presents the status quo, standards and principles of CPA. Furthermore, by discussing the origin and current research state of Fuzzy Mathematics and the method of fuzzy synthesis evaluation in detail, including fuzzy sets, the caleulative model, the method of confirming the membership function and several common forms of fuzzy function, it leads to the use of fuzzy synthesis evaluation on CPA.This paper evaluates CP by using two-level fuzzy synthesis evaluation method. Taking a nitrogenous fertilizer enterprise in Gansu as typical case study, through fieldwork, the collection and analysis of the basic data, according to《Cleaner Production Standards of Nitrogenous Fertilizer Industry(release)》, constructing the index system of nitrogenous fertilizer industry, it includes production technology and equipment, waste recycling, the useability of resource and energy, generation of pollutants and environmental management, five first-level indexes, and 28 second-level indexes, using fuzzy synthesis evaluation to discern the CP opportunity, and assess the level of this nitrogenous fertilizer enterprise.The case study results are educed: it is more scientific to use fuzzy synthesis evaluation on CPA, it can simplify the complexity of various coexistent factors, to a certain extent, also can reduce the subjective impact for evaluation results. Fuzzy synthesis evaluation can effectively overcome the one-sided approach of single indicator, and encourage the enterprises of all levels to improve their cleaner production level. Through the example of a nitrogenous fertilizer enterprise, the paper proves the CPA way feasible and CP index system to be helpful to the CPA.
