Natural gas industry belonging to city gas system is typical municipal public service. With the adjustment of energy strategy, development of urbanization and the deterioration of environment pollution, it has already become an urgent issue to promote the development of natural gas industry. However, the exploitation and application of natural gas in China still remains in the primary phase, the study of natural gas industry's development is now drawing extensive interests from the economists and socialists. Based on the economical analysis of the industry by economists and real investigation of Hangzhou natural gas industry: to large extent, the development of Hangzhou natural gas industry is influenced by government regulation.On the basis of ample investigations and mastery of current situation of natural gas industry in Hangzhou, this paper employs the theory of industrial economics, economics of regulation, new institutional economics, analyzes the rationality of regulation of natural gas industry in Hangzhou.An outline of the dissertation is as follows. The beginning part describes the background and significance of the research, as well as introducing the major contents covered. Then, in Chapter 3 the paper describes the growth and current situation from four aspects: infrastructure construction, supplement and demand, price and enterprise management benefit, and with this as cut-in point, the proper research question is produced. Following that, the paper chooses natural attributes and social institution as major factors of natural gas industry to analyze the necessary of Hangzhou government's regulation of natural gas industry; and by new regulation theory about principal-agent relationship and interest groups theory it summarizes that regulation equalization is the result of an interactive game of interest groups from the price forming mechanism. However regulation and natural gas industry is significant correlation, but rationality of regulation is the most important factor. So, Chapter 4 focuses on the analysis of regulation's rationality. The paper using cost-benefit model draws a conclusion: now the regulation is to some extent unreasonable and moderate deregulation is an effective path to improve the development of natural gas industry. Raising price is reasonable and practical. What's more, the paper points out the space of it and also takes American natural gas industry for example to offer reference. The last Chapter of this paper draws some conclusions based on the foregoing empirical and practical study, endues some apocalypses, and gives some advice with combination of ample investigations of Hangzhou natural gas industry.
