Research Of Legal System Of Town Employees' Social Insurance

As the report of the seventeenth congress held by Communist Party of China definitely puts forward, "We should quicken the social construction which puts emphasis on the improvement of people's livelihood, since the Social construction is vitally related to people's welfare and health. On the basis of economic development, we have to pay more attention to social construction, make efforts to guarantee and improve people's livelihood, push forward the reform of social system, extend public service, perfect social management, and promote social fairness and justice. We should try our best to make all the people instructed, the laborers paid, the patients cured, the elderly supported, and everybody have a house to live in, through which we can push the construction of a harmony society and quicken the establishment of the social security system of the urban and rural residents in that we can guarantee people's essential lives." For adapting to the time requirement of constructing the Chinese-featured social security system, this thesis probes into the cause and theoretical basis of this system from the aspects of economy, society, political background, etc. With our country's legal system of town employees' social insurance as study main line, this thesis makes references to the experience of foreign related system's reform and development from the level of international comparison, and carries out analysis and research of Chinese social security system and analyzes the existent problems and defects in current legal system of town employees' social insurance on the basis of domestic research. Moreover, in anticipation of the constitution of our country's law of social insurance, this thesis puts forward conceptions and suggestions to strengthen and perfect our country's legal system of town employees' social insurance according to the situational development and our country's fact.This thesis totally consists of 5 chapters. Firstly, it briefly introduces the background of choosing the topic and research meaning and the concepts, characteristics, and functions of social insurance and the differentiation of other related concepts. Secondly, it introduces the origins and types of foreign legal system of social insurance, which provides references and revelations for the construction of our country's social insurance system. In addition, it discusses the development, actuality and existent defects in our country's legal system of town employees' social insurance on the stage. At last, it puts forward my own suggestions and countermeasures after thinking of our country's legal system of town employees' social insurance.
