Research On High-tech SMEs' Growing Impetus Of Sichuan Province

High-tech SMEs are very important sources of scientific and technological innovation. They are the most important and active power of the national economy. They play a strategic role in the economic development of countries all over the world. Due to their characteristics of "high risks, high economic return and high degree of uncertainty" , the average life of high-tech SMEs is very short. According to statistical data, the average life of American SMEs is about 5 years, the average life of Chinese SMEs is about 3. 5 years. Therefore, how to promote the healthy growth of high-tech SMEs has become a hot issue for scholars of various countries.Based on the analysis of theories of high-tech SMEs' growing impetus, factors that are divided into four categories and their influence are proposed. The four categories are national level, factors including national economy development, science and technology development and laws and regulations etc; industrial level, factors including growth of the industry, lifecycle of the industry, status of the industry, market environment and financing environment etc; regional level, factors including regional innovation system, cluster effect, social service system and social cultural atmosphere etc; enterprise level, factors including entrepreneur ability, human resource management, technological innovation, strategic management, capital operation, marketing and enterprise culture etc. According to characteristics of SMEs in different growth stages, the paper did an empirical research on information technology industry and bio-pharmaceutical industry of Sichuan province using qualitative and quantitative analysis. Using international experience for reference and taking the actual situation of Sichuan province into account, the paper tried to give some policy suggestion on promoting the healthy growth of high-tech SMEs.
