A Strategic Feasibility Study On Establishing Customs Test Standards Facing To Technical Barriers In International Trade

Technical barrier to international trade is used by many countries for its strong function, broad area and concealment. As a booming economy body, China has not only wide home market but also the great energy to enter into the international market. But due to more and stronger nationality protectionism, there are more and more international trade friction between trade countries and our country. Technical barrier becomes one of the biggest obstacles in trading. Because of our country's underdeveloped technology and world economy polarization, technical barrier will exist in a long time.This article clarifies the development of technical barrier, analyses the deficiency of our country when coping with technical barrier to international trade by taking Japan, New Zealand and Chile as examples of developed, common developed and developing countries, and indicates the problems of customs testing be resolved by customs testing standards, combining with customs testing serve for country's open and moderate trade protection policy according to HS and the good condition of our country customs testing system, and in a creative way puts forward that customs testing standards not only becomes the technical barrier to put the trade restriction into effect but also helps our enterprises to participate in international competition. The writer establishes the static game model by using Nash Equilibrium theory and by formula deducts the customs testing standards being the effective technical barrier measure, and then according to analyzing import kraft paper antidumping case in 2005 with sequential game, makes the conclusion that customs testing standards are more reasonable and effective than technical barrier such as antidumping.
