The Study Based On Trade Associations Oriented Counter Mechanism Of Technical Barrier To Trade

In this paper,as an applied research, based on the reference to the large number of literature and the results from previous studies, around the theme of establishing trade associations as the core mechanisms to deal with technical barriers to trade, on the basis of the existing mechanisms to deal with technical barriers to trade at home and abroad. On the large amount of technical barriers to trade case analysis.This paper draws some significant conclusions, and suggested a number of policy recommendations.First discuss the functional advantages and space of industry associations in the WTO system to cope with technical barriers to trade, introduce the function of foreign trade associations in the field of technical barriers in international trade system; Second, discuss the success and the problems that exists in industry associations in dealing with the technical barriers to trade; Then give some suggestion on how to construct trade associations as the core of a system to deal with TBT. This paper is divided into five chapters:Chapter 1, the WTO system revolution and the flaws of agreement on technical barriers to trade under the WTO system. Based on the analysis of the unique advantages and the functional expansion of Industry associations in the WTO multilateral trading system, and analyze the transaction costs, environmental policy and the perspective of itself, Industry associations can cope with technical barriers to trade as a functional mechanism. It is the theoretical foundation for building up the technical barriers to trade associations coping mechanisms.The second chapter, introduce the important part and function of foreign industry associations in dealing with technical barriers to trade in an early warning system and technical regulations and technical standardization and conformity assessment activities, it gives the practical experiences for the development of industry association in china.The third chapter, according to the actual cases, analyzes the current situation and cause of China foreign trade suffering technical barriers to trade, and explore the shortage of the Chinese government and enterprises in dealing with technical barriers to trade, also analyze the function missing of domestic industry association in the early-warning mechanism and construction of the system .Analyze the reason that restraint trade associations to play a role in dealing with technical barriers to trade. The fourth part, analyze six problems in the management structure and capacity building of industry association, including the independent market status, the not accurate definition of its role, the limited space, not perfect rules and regulations .And suggest some revolution in the laws, reasonable planning reform, analyze the practical possibility on domestic trade associations supporting up to conduct a corresponding functions.The fifth part, introduce the model of dealing with the TBT around the core of industry association , which includes early warning mechanisms and our technical trade measures system, also expound the role of the industry association in improving the competitiveness of industry . Under the theme of this thesis research, from the angle of enterprises and government, give some strategic thinking and recommendations about how to cope with technical barriers to trade in the center of industry association.
