The enterprise restructuring and reposition of redundant personnel is very complicated, this reform implies a series of issues such as assets disposal, change of ownership, disposal of financial claims and debts, as well as the arrangement of labor relationship. Policies are basis of this reform and meanwhile have increased the degree of difficulty of implementation; therefore, for this reform, we should conduct in-depth study, provide well-consummated design, organize carefully and implement meticulously.In this text, the author has at first used the theory of operational research to construct the 3D model showing the structure system. Both the main train of thought and the method of study are clearly demonstrated in this text, by basing on the time dimension of activities of enterprise restructuring and reposition of redundant personnel, meanwhile giving consideration to the dimensions of logic and knowledge. The author has reviewed, through the analysis on the background, the four phases of development of reform in state-owned enterprises and the five main achievements; also, the main issues of China's reform and restructuring as well as the precious opportunities thus incurred are analyzed carefully therein, along with the study on the effect and efficiency of this restructuring and reposition. Through these studies and analyses, the author proposes that, macroscopically speaking, this reform (restructuring and reposition) is a necessity. Secondly, in the field of theoretical studies, the author has expounded briefly the theories of strategic marketing, trading expenses, and ownership and labor relationship; by combining with the above analyses, the author aims to establish a theoretical foundation to the tasks of restructuring and reposition through the study on the application of the above theories in the implementation of restructuring and reposition. Thirdly, by basing on huge practical experiences and results of theoretical researches, also in accordance with the policies for the restructuring and by adhering to the principles of operation-ability, the author has divided the tasks of restructuring and reposition into six phases, which are: the phase of planning, the phase of operational analysis and research, the phase of plan elaboration, the phase of implementation, the phase of aftermath dealing and the phase of renewal; thereby developing a closely-connected work process for the restructuring and reposition, which can be used as a highly-operational reference to the in-depth reform in state-owned enterprises. Lastly, in the field of microscopic study, the analysis of restructuring of reposition of redundant personnel of Handan Steel Corporation allowed the author to provide actual reference to the standardized restructuring of state-owned enterprises; meantime, the author has introduced, through the practical experiences of restructuring of state-owned enterprises and pertinent studies, some successful method and experiences; moreover, the author has pointed out that, in the course of restructuring of state-owned enterprises and reposition of redundant personnel, there are still some problems that are difficult to solve; the author thus suggests the government, the local authorities and departments to begin the study the solutions to these issues as soon as possible, thereby clearing the way to the standardized restructuring of state-owned enterprises.This text has the following innovations: study on the 3D structure of restructuring and reposition of redundant personnel, work process, and how to solve pertinent issues.
