Numbers of In-formal employees in power enterprises, who have done great contributions to their company, however suffering unfair treatment (including salary, welfare, premium and opportunities of promotion) comparing to formal employees, are getting more and more. Power enterprises never encourage those non-formal employees. The result turns to low down the identification and loyalty of non-formal employees. This article firstly uses Encouragement Theories to analysis reasons why phenomenal of non-formal employees comes out and defines the former; then studies the situation and history of human resources in power enterprises, and unfair treatment towards non-formal employees as well as undoing on encouragement for non-formal employees. At last, the article makes a conclusion on strategies of encouragement of power enterprises, using virtual condition as a consideration.
