A company is an old brand national enterprise. The company was divided step by step during antimonopoly period. Accompanied with continually deepening of telecom system reformation, monopoly phase was broken down thoroughly and formed several companies' competition setup. A company also faced the same impact. The problems of rigid system and extensive management were uncovered rapidly. At the same time employees haven't enthusiasm because of unreasonable encouraging measures and most of them leave the company lead the company to lost competition initiative. It is necessary for A company to research encourage system based on employees' psychology contract in order to improve employees' enthusiasm, remain and appeal talent and raise enterprise's core competition.This paper first research and use for reference the existing different encourage theory internal and external. It puts forward staff encouraging principle based on psychology contract aiming at a company's managing condition under fierce marketing competition environment. It uses more scientific encouraging theory to parallel and analysis employees' requirement and applies correctly encourage method. to build up staff encouraging system under new situation. We discovered through researching that it is necessary for a company to reform encouraging system in order to remove employees' work enthusiasm and enhance company cohesive force and centripetal force. Therefore must pay more attention to encouragement based on employees' psychology contract. Through carrying out different encourage countermeasure reach the aim of removing employees' enthusiasm and creativity, raising enterprise's core competition, bring further value and keeping enterprise's continuous development.
