China is a country where lacks water resources, the amount of water resources per capita is very slow, the distribution is not balanced. As the population increases, economic, social development and urbanization speed fastened, water resource problem becomes more and more serious.First, some areas lack water badly, water pollution becomes more and more serious, people's water safety is threatened. Second, some problems appear very obvious, for example, water cost is comparably low, water usage efficiency is not high, water saving consciousness is not strong, water supply system is not proper and so on . These problems make the supply-demand conflict tenser and have been the outstanding problems which restrict the sustainable development. Push water price reform and strengthen water saving measures have been the important measures to adhere to the scientific view of development, these measures play an important role in pushing economic increase method changes, strengthening environment protection, protecting vital long-term benefit and interests of the people, and constructing a conservation-minded society.Under the condition of the government pushing water price reform, the paper simply analyzes the history, condition and reform development of water development both home and abroad. Price is the value signal of product, value decides price. The paper introduces the important meaning of water resource price making from value and price points of view.The paper first introduces some traditional pricing methods such as cost analysis method, shadow price method and so on, and then the paper analyzes the characteristics of each pricing method. Every pricing method has its own advantages and disadvantages; generally we use certain pricing method according to the actual condition. And the paper stands in the government point of view, for giving attention to both equity and efficiency, I introduce Game theory model into water resource pricing analysis, first I create government and water companies game model, use the pricing model created by government for manufacture water companies for reference, then I make a qualitative analysis to offer a pricing analysis method giving attention to equity and efficiency for the government.
