Water is the most important among all the natural resources. Water crisis, featured as water shortage, pollution and flood, has been the top restriction of sustainable development of China. Nowadays, various problems have existed in water consumption of cities, not only on the systematic, policy and management level, but also on the interest distribution and using water behaviors. One of the noticeable problems is that waste water is quite serious, because the current water price is comparatively too low to measure people's behaviors. The most effective solution is to improve water management system. Since market economy reform has been deepened, economic means is an indispensable solution to solve water shortage.Cities' water price adjustment is related to the problem of how to efficiently use and manage water. As a regulation arrangement, price adjustment can influence consumers' behaviors. A series of water resources management can shape people's mindset (awareness of water resource importance) and behaviors (using water behaviors), thus can effectively manage the limited water resources. An effective regulation arrangement includes laws, policies and other related policy tools (methods) of water resources.Increasing water shortage and market economy development help people realizing the value of water. The argument of this article is that uniform water price should be differentiated heightened to change people's behavior and enhance their saving water awareness. Only in this way can we greatly solve the problems and ease the tensions caused by water shortage. The foundation for water price adjustment has already existed now.The first chapter discusses the connections between interest relations and regulation arrangement during the process of cities' water price adjustment. In the second chapter, the author analyzes the disadvantages of uniform water price and made a brief review of the regulation's history. In the following third chapter, the author takes Changzhou as a typical case to explore current water price regulation's limitations in solving water shortage and representing water value. The final chapter made several suggestions on water price adjustment in cities.
