A Study On The Implementation Of ERM In The State-owned Investment Holding Company

As the microcosmic body the country directs economic circulation, the state-owned investment holding company has taken an important part in leading social investment, boosting economic structure regulation, improving state economic control and keeping and improving state assets, etc. Today, the whole scale of the investment holding company is on the small side, so the ability about playing the above roles. In this paper, the subject is trying to design a total risk management system for the state-owned investment company, in order to enhancing its ability of risk management, improving its management and investment ability, and consolidating its important status in state economy.The ERM and TRM are all new ideas in risk management, one generates in finance risk management, another in project management, and they have achieved different progress separately. ERM and TRM could prove that the new trend for risk management is from systemic and overall view to cope with risks. In this paper, the subject is trying to apply ERM to risk management of the state-owned investment holding company. The paper firstly provides the concepts of risk, total risk management, and introduces the ERM integrated frame COSO committee issues. Next the paper construct a system that will actualize the total risk management in enterprise by learning from experiences in other fields, which is made up by wholly organization measures, basic flow in risk management, consolidated risk management method and risk management information system, then caring out wholly risk analysis about the state-owned investment holding company. In the end, based on the total risk management system been constructed and the wholly risk analysis in the state-owned investment holding company in preceding chapters, it is discussed that how to implement total risk management in the state-owned investment holding company from such parts as the process of implementation, consolidated risk management method, risk management information system and risk culture.
