The Corporate Social Responsibility (CSR) is brought forward in 1950's, which is unceasingly attached attention to by the governments, Non-governmental organizations, consumers and companies . In 1990's, the development of CSR is in the accelerating stage. And it has reached a new height since twenty-first century. Due to different reasons, all kinds of corporations take it, initiatively or passively, such as foreign enterprises, State-Own or Non-state-own ones.CSR can be divided into three levels: basic CSR, intermediate CSR and advanced CSR in this paper. At the same time, the participating degree of different enterprises and the driving factors are analysed in it.100 enterprises are investigated in Jinan ,Qingdao, Yantai,Weifang ,Jining and Dezhou in Shandong Province by questionnaire, and the data is statistically analysed in order to test the hypotheses. The conclusion is that the reasons foreign corporations will take basic CSR, intermediate CSR and advanced CSR respectively are relative laws and regulations ,the brand image and the legitimacy of the enterprises. And the reason why the State-Own corporation will take basic CSR, intermediate CSR are public opinions, meanwhile they will take advanced CSR in order for the image of the enterpriser. As to the Non-state-own ones, they will take basic CSR for the sake of laws, regulations and breakthrough of the trade bulwark of social accountability, and they will take intermediate CSR and advanced CSR for the interest of the brand image and the legitimacy of the enterprises.
