With the fast development of expressway construction in China, the conflict between huge capital demand and lack of financing ability becomes acute. Fund diversification turns into a necessary choice of financing and development of expressway companies are promising. Together with the speed up of expressway construction, more and more expressways have been opened to traffic; the maintenance work is lots more than before. Taking service quality as a precondition, in comparison with the traditional government management system, expressway companies pay more attention to cost control, especially maintenance cost that make a large portion of main operation cost. Controlling maintenance cost efficiently or not become the key factor for companies to keep their sustainable development position in competition. Research about plan of maintenance as a whole, optimization of plan and scientific forecasting of maintenance cost will help companies deal with the relationship between social and economical benefits and lay a solid foundation for the healthy development of a company.Based on the reality of operating cost management in expressway companies, the author analyzes the disadvantage of life cycle cost theory in maintenance cost management and comes out with full-operation-cycle cost theory. After the analysis of maintenance management, cost composition and classification of maintenance engineering, the author takes the D-section expressway as an example and sets up a cost forecasting model. In this model, construction, management and maintenance details have been considered and tools such as mathematical statistic, plan solves and regression analysis have been adopted. Maintenance costs of different construction, design and maintenance plan have been forecasted, compared and analyzed for D-section expressway by using this model.This model will benefit the maintenance of operating toll-expressway in full operation cycle with sound planning as a whole. It can provide a scientific tool for optimizing maintenance plan and strengthening cost control as well as give valuable references to entities that run operating expressway, government payback expressway and listed expressway in strengthening cost control. The author also analyzes some main factors that will affect maintenance cost in full operation cycle and proposes Countermeasures.
