In china the payment of road engineering most is based on the completed work after the engineering quality inspection. Test results maybe not qualified or unqualified, and the payment of the road will use refused or accepted procedures correspondly. This kind of payment can't reflect the engineering quality actually, sometimes even make the investor accept poor quality engineering passively. So, the project investment exists risk and is hard to ensure project quality, also affect the performance of road, which causes money and resources enormous waste. Therefore, in order to the successful experience of foreign projects payment, Adhering to the principle of "higher price for superior quality",based on quality control adjust payment,the paper gives a method of payment about asphalt pavement.This paper cinvestigates and analysis domestic situation of highway engineering quality inspection, and the result show that some current standards are not strict to quality testing index. It often appears the situation that the quality has qualified according to the requirement in construction, but the actual quality cannot be fully guaranteed. Based on the key index, the relative weight and the levels we evaluate the engineering quality. The paper gives the evaluation methods and calculation steps. With the quality evaluation results and reward/punishment proportion in construction, the paper establishs mathematical model,then calculates the pay adjustment coefficient. By using a successful method (PWL payment regulation)in foreign,we calculate another pay adjustment coefficient. According to payment situation at home and abroad, we provide asphalt pavement payment regulation rules that is suitable for China's national conditions.
