Cultivated land inherent scarcity and irrefragable decided thehuman must be effectively protected, only in this way can the human development for a longtime. Although arable land in our country is now among the world’s highest, but China’s largepopulation, per capita arable land area is far below the world average, and continues to decline,so to protect one of arable land, become an urgent problem to be solved in our country.Urgently needed to be solved many problems of cultivated land protection in China, fromthe point of objectively, uneven distribution of arable land resources in our country, moresparsely populated but the cultivated land area in west and northeast, and eastern and centralparts of the population is more, but less arable land; From subjective perspective, with thespeeding up of industrialization and urbanization in our country, the cities of cultivated land areoccupied by the industry and urbanization, and environment pollution, destruction of naturaldisasters and frequent soil and water loss, cultivated land resource in our country not onlydecline, and so did the quality, which requires our country need some targeted policy, to protectthe cultivated land sustainable development in our country. Therefore, the study of China’sarable land protection policy has important strategic significance.In this paper, using literature analysis, investigation, analysis, normative analysis andother research methods, cultivated land protection policy in China has carried on the carefulstudy. Starting from the basic theory of cultivated land protection policy, to protect cultivatedland, cultivated land protection policy, such as concept definition, cultivated land is scarce,relationship of person and harmonious, sustainable development theory as the support, thispaper expounds the basic situation of protection of farmland in China, analyzes China’s currentcultivated land protection policy and its existing problems, and its problems include incompleteincomplete policy content, policy implementation, policy evaluation is not standard, policysupervision is not comprehensive, etc. Draw lessons from foreign developed countries anddeveloping countries, the successful experience of cultivated land protection policy, choosesuitable for China’s national conditions of cultivated land protection policy. To the UnitedStates, Germany, India, Brazil’s four countries of the cultivated land protection policy in-depthanalysis, it is concluded that high quality of cultivated land protection policy, cultivated landconversion scale restriction policy, actively promote the cultivated land scale managementpolicy importance such as enlightenment. Finally put forward the Suggestions of perfecting our country’s arable land protection policy, mainly including perfecting policy related content,enhance the policy execution and policy evaluation criteria, formulate long-term effectivemechanism of law enforcement and supervision, etc. Including incentive policy, property rights(ipr) protection policy, perfecting the compensation mechanism; Strengthen the executionaccording to law, strengthen the public responsibility mechanism; Standards for assessment oftechnical and social; Develop prevention mechanism, supervision mechanism, to investigateand punish mechanism.
