Study Of Farmers’ Self-Governance In Arable Land Protection

Arable land is not only the important foundation of human production and living, but also an important means of production of economic development. Arable land protection is a basic national policy of China and is a very important work in China. But with the accelerating urbanization and industrialization, a large number of arable land is occupied. The situation of arable land protection in China is still very grim and land using contradiction is increasingly prominent. The Jintan City of Jiangsu province set up a arable land protection association to deal with the contradiction between economic development and arable land protection and to solve the contradiction in land using. The arable land protection association is a farmer’s self-governance organization. It is play an important role in arable land protection and enhanced farmers’ information and participation. In order to advance the arable protection system reform, we need to study the self-governance impact on farmland protection. We also need to study the factors affecting the participation willingness of farmers to self-governance. This paper use the survey data of Jintan City to research the self-governance in the arable land protection from several aspects.Firstly, this paper analysis the institutional reasons that why self-governance can appear in arable land protection under the current institutional environment in our country. The paper argues that government failure and market failure in arable land protection in China create a space for the self-governance in arable land protection. Secondly, this paper research the self-governance impact on arable protection. The paper argues that the self-governance have a significant impact on arable protection and it’s good to arable protection. Thirdly, the paper use logistic regression analysis model to analysis the factors affecting the participation willingness of farmers to self-governance. We think that the personal characteristics of farmers, the characteristics of agricultural production, the cognition of farmland protection, the scial capital, the rural governance and the government support will affecting the participation willingness of farmers to self- governance of arable land protection. Lastly, on the basis of above study, this paper gives some suggestions about innovation and reform of the arable land protection association. In the future development of arable land protection association, we need to improve the legal system, establish the legal status of associations. Training highly qualified personnel to laid the talent foundation for association development. Establish financial system and oversight mechanisms to ensure the orderly work of the association.
