In the 21st century, the development of global economy is characterized by fierce competition. In the highly competitive environment, how distribution enterprises in supply chain acquire effective market information, precisely forecast distribution demands, draw up and enact available distribution plans, matters a lot to the enterprises. With the appearance and fast growth of the Internet, global economy has entered a new age of Electronic Commerce which features informatization. The new situation brings intense competition, but also brings new solutions to the current problems.At first, the problem of demand forecast and plan making in a distribution network is analyzed. Considering that distribution demands are influenced by many factors combined, an improved BP Neural Network model is put forward to forecast demands. Then, expectation plans from lower distributors and general distribution plans from higher distributors, together with the forecast results and profit analysis, will be collaboratively used in the process of making a distribution plan. The distribution plan not only takes the benefits of every member of the distribution network into consideration, but also maximized the profits of the entire distribution group.Secondly, the problem of integral optimization of inventory and service level is discussed. An optimized mathematical model is brought forward, and the solving method of the model is put forward too. Based on the comprehensive analysis of several types of inventory costs, the problem is handled ideally by the model.At last, a thorough description of the design and implementation of the distribution management system is given.
