In the era of Knowledge Based Economy, the importance of human capital to economy growth becomes more noticeable and turns into the power source of regional economy development. Human capital development of Hebei province is discussed with input-output techniques in this paper in order to provide some suggestions for regional population administration and human capital planning and development. Based on human capital theory and input-output techniques, the research has been done in three aspects.Research on average person's school life expectancy of new students. Simplified student flow input-output table has been formed, from which basic information and interrelated coefficient mending problems have been analyzed. We discuss characteristics, differences and similarities student flow input-output of Hebei province in two stages of 1990-1996 and 1997-2006. The problem of average person's school life expectancy of potential labor force has been furthered and the conclusion has been reached about it from 1990 to 2006. It is illustrated that average person's school life expectancy of new labor force will come to 10-11years at the end of the 15th plan of Hebei province.Research on demand of education from industrial structure upgrading. We construct the economy-education input-output model based on industrial classification and fabricate the table of Hebei province in 2005 for human capital analysis. Basic characteristics of education services at the present stage have been summarized. At last, demand of education from industrial structure upgrading has been measured including direct demand, expenditure input demand and teacher input demand. It is proposed that education input should be added, and emphasis put on general senior middle school stage and primary and junior middle school compulsory education stage; demand of higher school tutors raised in great width. Research on human capital of knowledge-production sector. We try classifying human capital intensive industries and choose scientific research institution as representative knowledge production sector; based on 2005 input-output table of Hebei province, we make up Dynamic Input Occupancy-Output model including knowledge production sector, and find that the contribution of human capital in scientific research institution to economy growth is low. Additionally we analyze the roadblocks in scientific research institution's development and put forward policy suggestions.
