Study On The Development Of County Economy

Country economy is a subject which is between Macro economy and Micro economy and it has the character of regionalism. At present, the country's area accounts for 94 percent of total area, and the county's population accounts for 70 percent of the total population. County economy has become an important pillar of national economic development and urban and an important hub in rural co-ordinate, it is in a strategic position in building a well-off society. However, compared with the metro economy, the county economic development slowly and stagnantly, it has become a bottleneck for further development of China's national economy. In this paper, we take Tai'an in Shandong Province as an example, and expound the County Economic Development and the status of the existing problems and constraints in Tai'an City, at last we put forward the County economic development ideas and policy proposals of Tai'an City.In this paper there are three parts which to study the issue of the county economy of Tai'an City. The first part is divided into two aspects. In the first aspect, it told of the purpose of the study, background and significance of the ideas and research methods and the major innovation in system. In the second aspect, it focused on the history of the county economy, the meaning, characteristics and categories of the county economic, the general theoretical basis of the county economic development. In terms of its nature, the county economy is an extremely important component part of the entire national economy. It has county-level administrative region of relative independence, the level of integrated, open, and other characteristics. It is an important basis, an objective need and an inevitable requirement of build a comprehensive well-off society. In the third part, it expounded the county's economic development history and current situation of Tai'an City comprehensively. In the paper, it expounded development of the status in Tai'an City from the county's basic economic development, economic size, industrial structure, fiscal revenue, industrial and agricultural development and other areas, and achievements. Then it analyses County Economic Development differences in features from the perspective of time and space, and forecast the difference development of county economic development in Tai'an City. Through the comprehensive establishment evaluation index system of Tai'an County Economic Development to evaluate Tai'an City County economic development, the evaluation results show that the economies of scale is the largest contribution to county economy, and is lack of the vitality in the development. Finally, based on the above analysis, it find 4 main factors that constraints the development of Tai'an City County Economic, which includes resource endowments, industrial, labor, institutional factors. In the fourth part, the paper expounded the county's economic development ideas and initiatives of Tai'an City. Combined with the actual economic situation of the country economic in Tai'an, the paper put forward the developing ideas of the country economic in Tai'an City, and summarized development models for the county's economic in Tai'an City, and advanced that in the development of county economy in Tai'an City,it need to deal with six relationships in the course of develop the county economy in Tai'an, which are agricultural Industry and industrialization, development-led industrialization and industrial diversification, enterprise size and number of enterprises, introduction of foreign investment the use of private funds and money to the government for money to the market, create a good environment and enhancing the image of the county. At last, it put forward Five-point proposal in pertinency which are Change ideas, fostä»–er a scientific concept of development of county economy, optimize the industrial structure of agriculture, development of special industries, speed up the process of industrialization, Promoting the urbanization of the County, and transform the government functions, optimizing the economic environment County.In the study of this paper, it based on the regional comparative advantage theory, regional structural optimization theory, a growth point in the development of a theory of regional economic theory, and applied to solve the practical problems of county economy in Tai'an City, not only analysed the universal problems, but also found the individual differences within the county, at last proposed countermeasures and suggestions to solve the problem, all of that made this a certain practicality and applicability. In the study, in addition to use a number of qualitative description, but also use the application of relevant laws, such as comparative analysis of the quantitative analysis, classified and summarized large amounts of data, discovered the problems, made the paper much scientific.
