County economy is akind of real local economy, which can not only cover the "three rural",but also be compatible with the urban and rural areas; it is not onlythe important carrier to promote the development of farmers’ incomeand rural economy, also is the operation platform for the urban andrural economic and social development as a whole, but also the keyand difficult point for building a well-off society in an all-round way,therefore, focusing on the development of county economy is arealistic new train of thought.Zhenglan Banner is located in the south of XinlinGol League inInner Mongolia, and it is the country identified by Inner Mongoliaautonomous region, which treat livestock as the mainstream economy.In recent years, Zhenglan Banner seize opportunities, take th escientific development concept as the instruction, cling together andforge ahead, thoroughly implemented building it through ecology,reinvigorating it through industry, promoting it through livestock,rejuvenating it through science and education, get rich through touristindustry and living up through commerce. etc. six development strategies. County economy achieve steady and rapid development,but there are still many problems. This paper used the field surveymethod, literature analysis method, theoretical research combiningempirical research, the research method of combining quantitativeanalysis and qualitative analysis, and analyzed the current situation ofZhenglan Banner’s economic development, summarized the existingproblems in the development of its economy, and put forward thecorresponding countermeasures and Suggestions. This study has acertain practical significance to promote the sustainable developmentof Zhenglan Banner’s economy, and also has a certain theoreticalguiding significance for the autonomous region and even the wholecountry other similar ethnic county economic development.This article consists of four parts, the main structure and contentare as follows: the first part is introduction, which mainly introducesthe research background, significance, research status at home andabroad, research contents, research methods and the innovation pointsand shortcomings of this article. The second part introduces theZhenglan Banner’s county economic development present situation,including natural status and economic status. The third part analyzesadvantages and existing problems of county economy development forZheng lan Banner, mainly including the regional traffic advantages,resources advantages and policy advantages, exis ting problems areexpounded mainly from four aspects: agriculture, industry, tourismand ecological. On this basis, the fourth part of the article putsforward countermeasures and suggestions for Zhenglan Banner on thedevelopment of county economy, including: Insist on agriculture andanimal husbandry steady banner, promote the industrialization ofagriculture; Adhere to the strong industrial banner, improve the levelof industrialization; Adhere to the tourism rich banner, strive foreconomic development new luminescent spot; Adhere to theecological banner, strengthen ecological construction effect. Through the above research, this paper draws the followingconclusions: Zhenglan Banner should be in accordance with therequirements of "adjusting measures to local conditions, outstandingfeatures, giving full play to the advantages", deepen the banner’sfeeling and knowledge, find their own advantages, highlight the localcharacteristics, and transform resource advantage into economicadvantage, then transform economic advantages into industrialadvantages, then transform industrial advantage into specialadvantage, also transform special advantage into competitiveadvantage, and pays special attention to the leading industry, focus oncultivating characteristic industry, produce scale merit, and creat anew situation of economic development.
