With international shipping industry developing quickly and international shipping industry investment activity occurring frequently and extending increasingly, international shipping investment decision-making is becoming more and more important in the management and development of shipping enterprise. With the development of decision technology, the decision-making method of shipping investment faces challenge under the new situation. The traditional decision methods, which make the shipping investment, are in terms of increasing the income mainly. But new methods consider such many kinds of factors as the shipping market cycle, investment repayment, management environment and investment risk of shipping market varying constantly factors etc. It is impossible for the traditional mathematical optimum models to solve such a problem with so many uncertain factors. However often specialists obtain a satisfying shipping investment plan by judging with experiences. But planning by experiences has no theory background and may be affected by some accidental factors such as the knowledge and the experience of different specialists.Base on the analysis of the fuzzy AHP, the paper put it application to investment decision-making of international shipping. Then established the decision-making model to choose container line ports. Besides that, gave an in-depth analysis for Dalian Port, Tianjin Port, Qingdao Port and the container ports of Bohai area. Through consulted senior shipping investment experts, determined the factors weight of hierarchical structure model and all factors weight of each optional plan. And then counted the synthesis weight and established the measure results. At last, obtained the priority sorting plan, which the shipping company chooses the container line ports in the Bohai area.In this text, the author plans to apply the fuzzy AHP to the shipping investment. With a model concerning both mathematical calculation and human experience, this approach not only maintains both merits of the mathematical optimum model and the specialist planning but also avoids the shortcomings of the two traditional approaches. Fuzzy AHP can systematically solve a planning problem concerning both quantitative and qualitative factors, and it can even deal with the problem with uncertain decision-making factors and indicate the attitudes and biases of multi-decision makers. In this text, the author tries to describe shipping investment decision-making in a quantitative way and analyzes shipping investment activity in a qualitative way through using fuzzy AHP. Consequently, it can offer valuable references in theory that help shipping enterprise work out decision-making available.
