Motor transport is the essential element of the development of country's transport and socio-economy. It plays a very important grounded role in the communication between the production and consumption of the national economy. Currently, China is in the early stage of the sustained, rapid socio-economic development; and the development process of urbanization, mobility is speeding up; yet motor transport has entered a new era of rapid development. Because of the higher demands to motor transport on both the quality and quantity, the contradiction between the supply and demand of motor transport which becomes increasingly acuate, which promoted by socio-economic development. Thereby, resource shortage, environment deterioration, traffic congestion, frequent accidents, disorder and so on, which a series of problems brought about by motor transport have become a bottleneck problem which constrained the sustained, rapid and healthy development of transportation and the national economy.Motor transport performance evaluation is the useful solution to this series of problems. It helps to improve the system of market economy of motor transport, raise the level of motor transport service, which is the valid means to promoting the sustainable development. Its significance is which can accurately and scientifically reflect the status quo of supply and demand, analyse the sticking point, provide the credible basis for the motor transport operators, decision-makers to make policy and plan strategy by structuring index system and estimating the performance of the motorResultingly, the motor transport performance evaluation with analysis is a very complex process, which needs to face and solve many technical, economic and social contradictions, and which exists some uncertain, unknown, altered affected factor. What will directly affect the evaluated result. Therefore, this paper applies multi-attribute decision-making theory under uncertainty to the structuring index system and evluation, which is an effective solution to the inaccurate problem owing to subjective factors of. It possesses the practical applied value.Considering the characteristics of the development of China's motor transport, the index system on motor transport performance evaluation has been structured firstly, by bringing in rough set theory, the established approach to the index system based on attribute reduction and the index weight based on the degree of importance. Secondly, the performance is evaluated by ERA (evidential reasoning approach) based on D-S and fuzzy theory, which is a method of multi-attribute decision-making under uncertainty. This paper aims at motor transport performance of regions, China's thirty-one regions chosen as evaluated samples, four regions selected as studied objects, and the issue of motor transport performance evaluation has been studied demonstratively. Finally, the tested or improved step of which ERA is applied to actual projects has been discussed.
