In the economic globalization and China's accession to the WTO context, China's enterprises will be faced with increasingly intense competition, and the competition among the enterprises is finally a competition of talents, to be more precise is the competition of the core staff. It has become an urgent task to us that how should enterprises make the core staff more enthusiasm, initiative and creative through the establishment of effective incentive mechanisms. And give better play to their enterprise core research staff management in the enterprise. Because of the weak research of enterprise's core staff, the defect of scientific and rational evaluation of technology, and the core staff is the critical impact of the development of enterprises, how to scientifically evaluate its core staff and effective incentives them has important theoretical and practical value significance.Firstly, this paper outlines a system of motivation, human resources management theory and the basic theory of niche content; define the scope of the core staff. On this basis, it constructs on the enterprise's core staff niche evaluation index system, use the analytic hierarchy process to get the weight of each indicator, and establishes a assessment model of the measure of core staff based on improved niche.Ecology will be thinking of the introduction of niche area of human resources management, as the evaluation human resources assessment model, the theory of enterprise management is an innovative. Based on previous studies, I try to improve human resource's niche calculations methods through software tools of matlab to make sure that the core staff niche evaluation model is scientific, accuracy and effective in a certain extent. This method is simple to use, shares a wide range of application and is feasible. It is the focus of this innovative one that gives examples of niche enterprise core staff of the implementation of the evaluation model,Although domestic and foreign scholars have put forward a variety of incentives, but they have failed to solve the problem of the incentives of the core staff effectively. In This paper I attempt to draw a starting point from this item and draw the basis by the assess of the niche of their core staff. Then I give the classification based on the results of evaluation of the core staff niche in the enterprise, that is, the upper, middle and primary core staff, which breaks out the traditional classification—the core staff of the management, technology and skills. With a view to helping enterprises find the most suitable and effective manners of the core staff motivation.In this paper, I establish and improve the mechanism of the core staff motivation based on a variety of incentives. An effective incentive mechanism can improve the competitiveness of enterprises. In the situation of the high-speed economic development, enterprises establishes and implements a mechanism of the effective incentive for the core staff which can attract and retain core employees, thus the enterprises can bring into play the initiative and creativity of the work to remain winner, Looking forward to achieving the common development of the core staff and the enterprise.
