Studies On The Investment Of Taian Rural Infrastructure Construction

Rural infrastructure supply rural economic development,rural social development,rural cultural development and peasant living standards with various elements of public services. Its construction and investment is the foundation stone and the condition of rural economic development and improvement of the peasant life quality, and it is also an important guarantee for us to promote China's emergency development and social stability .It will have a positive effect in the following areas ,such as adjusting rural industrial structure, increasing fanner's income, improving rural consumption environment, governing rural ecological environment and promoting rural social economic development. From the situation of infrastructure's investment in Taian City rural, China's infrastructure construction are in early stages. The total supply of rural infrastructure is insufficient, and supply structure is not balanced. Compared with rural economic development, rural infrastructure's supply is obviously insufficient. It lags behind the needs of economic development and even hinders the growth of the rural economy. The economical characteristics of rural infrastructure can not simply rely on the market mechanism to achieve effective supply. Therefore, government undertakes an important duty in the construction of infrastructure. However, the limitations of financial investment and the excessive dependence on financial lead to the inadequacies and inefficiencies of the investment in the rural infrastructure's construction. The way of investment and financing is single, and it lack scientific and highly efficient investing and financing mechanisms. The city of Taian and even the whole country has disadvantages of gathering social idle funds, high cost of financing and less efficient in the rural infrastructure investment system. Nevertheless, the city of Taian has made useful exploration and actively try in the construction of rural infrastructure. The project of "villages connected by running water" proves project to be a successful example of increasing rural infrastructure's investment. Nowdays, if we want to increase the investment in rural infrastructure construction in China, we should be clear about the advantages ahead of us and the negative factors as well. More ways could be carved out to increase the investment in rural infrastructure construction by means of making good use of the advantages and overcoming the various obstacles and restraints. With which some new overseas approaches of investment and capital-raising in rural infrastructure construction, in addition to the conventional ones: finance investment, fund- raising from peasants and policy banks, could be introduced, such as establish infrastructure construction development bank, build new infrastructure construction development fund, credit finance and syndicated loan, bond finance, project finance, BOT finance, TOT finance , etc. Meanwhile, we should accelerate the transition of the investment and capital-raising in rural infrastructure construction from the traditional government-controlled to market-oriented. And under the leadership of the government, we should build the "risks—profits" style investment and capital-raising system in rural infrastructure construction ,featuring by credit-centered and corporation.
