Abstract/Summary:
In recent years, our country has continuously increased funds in the rural infrastructure const ruction, but due to the rural areas at a long state of backwardness the construction funds are b eyond the government’s financial competence. As a consequence, rural infrastructure constru ction gradually becomes severe and limits our country’s economic development. At the mom ent. the rural infrastructure construction cannot just depend on the government’s investment. It needs to expand the investing and circulating channels to attract more social funds so as to be involved in the rural infrastructure construction.Based on the existing research results, this paper combined the actual rural situation in our c ountry, and investigated the adoption and promotion of the PPP financing model in the rural infrastructure construction in detail by comprehensively employing the theory of public goo ds, principal-agent theory and the theory of franchising. The research found:In the first chapter,through looking through the previous research data, the author found that rural infrastructure construction was confronted with a severe lack of funds and badly neede d to innovate the investment and financing mode to remedy for the construction fund gap. Th e adoption of PPP investment model in urban infrastructure’s supply was relatively mature, which provided abundant experience for the rural infrastructure construction to bring the PP P investment model in.In the second chapter,in promoting the PPP investment model in the rural infrastructure cons truction, we needed to combine practical work with relevant theories including the project fi nancing theory, the theory of public goods and the theory of the distinction project. Only on t he basis of these scientific theories can we avoid detours in constructing the rural infrastructu re through the PPP investment model.In the third chapter.carrying out the PPP investment model in the rural infrastructure constru ction and operation possessed the feasibility in national policies. In addition, private capital’s economic strength took part in the rural infrastructure construction and excessive demands f or the infrastructure in the rural areas also provided huge running space for PPP investment model.Chapter 4 analyzes several influential risks of the infrastructure PPP investment model in rur al areas during the operation process. In accordance with the features of risk and anti-risk abi lity of governmental and private departments, it makes scientific allocation on risks to ensure the smooth operation of the project.Chapter 5 is the case analysis which is the key content of this paper. It takes the Diverting W-en River project as the case to study the operation model, composition of participated partie s and responsibility distribution, expected risk of the project and countermeasures. Meanwhil e, the paper calculates economic indicators of the expected profit and net current value of the project based on related data, summarizes the operation experience of the project. The gover nment takes the lead to establish company of special purposes, choose reliable private capital to serve as the cooperative partners, distribution responsibilities and authorities inside the co mpany. The private capital is responsible for the operation and maintenance of the equipmen t and the charging service fee is adjusted dynamics according to the external economic condi tions.Chapter 6 is the summary of the whole paper, proposing the political suggestions on promoti ng PPP investment model in the infrastructure development in rural areas. It should first imp rove the rural infrastructure development to promote the related legal guarantee system of PP P investment model, construct risk handling mechanism, cultivate outstanding talents in the PPP investment aspect, establish and implement incentive policies. Then, on the basis of the lessons-learned, the project pilots should be actively carried out and them promoted.
