Study On The Mechanism For The Supplies Of Countryside Public Goods

To Construct socialism harmonious society and socialism new countryside, the key lies in the solution of the question of "three agriculture", among which, the insufficiency of supplies of countryside public goods is an inevitable question and the key to solve the question of "three agriculture" . Chinese public finance has not truly covered the countryside, and the farmer has not been moistened by the true public financial rain and dew. At present, the whole backward of our countryside has close relation with the low level supplies of public goods.The supplies of countryside public goods is very important to our far-reaching countryside. It not only relates to the income of the farmer and life quality, but also incarnates government function in countryside.On the basis of the research on basic theories of countryside public goods such as concept, characteristic, classification and suppliers, by using the inquisitional data and the data publicized by the state and local government, this article concludes the prominent questions existing in the process of supplies of countryside public goods, such as unbalanced structure, insufficient suppliers, low efficiency of supplies, and obviously unequal supplies.By teasing present documentary materials, and concluding present research result, the author thinks, three reasons lead to the above three questions. First, the city government, as the main body of country public goods supplier, hasn't brought the supply of country public goods of Xintai into public finance of the city government. The city performs sum financial supply policy, while the country performs partial supply policy, so this leads to the absence of equality of supply of country public goods. Second, considering the difficulty of state financial, and the difficulty of supplying equal public goods to the country as the city, the direction for the government to go should be raising money in many ways so as to ensure the efficient supply of basic public goods of the country. But the present problem is the policy of government is always late, the promoting system of government is not perfect, and the private, market and some third sectors are not active in giving money, so the main body of supply is still alone, and the channel for raising money is narrow. Third, when deciding the content, quantity, and object of supply of public goods, the government performs the policy of from top to bottom. So, the goods required by peasants will not be supplied, while some dispensable goods which have little relation to peasants are overmuch. The shortcoming of this decision system causes money to be spent wastefully. Fourth, the city government doesn't establish a set of perfect supervising system, so the government not only decides but also supplies. The absence of supervision leads to offside and error in the course of supply of public goods, causes good thing to become bad things, harms interests of peasants, and destroy the image of government.Finally, on the basis of basic theory of part two, the article puts forward policy suggestions, methods and measures to solve the problem in supplies of countryside public goods on the city of Xintai. First, to innovate fund raising mechanism, including three multiplex patterns, namely multiplex suppliers, multiplex fund raising channels, and multiplex ways of supplies, which may becomes the innovation point of this article. Second, to establish local public financial system, integrating the supplies of countryside public goods to public finance, so that public finance will truly covers the countryside. Third, to innovate decision-making mechanism, establishing appraisal system of local government achievements, establishing inner demand expressing system of public goods, and changing former policy-making mechanism from .top to bottom. Fourth, to innovate supervision mechanism, establishing special account and special management for the funds of supplies of public goods, emphasizing social supervision, perfecting hearing system in countryside public cause, and forming co-supervision of the society, which may also be innovation point of this article.
