Land is the carriers of socio-economic development, while the scarcity of land resource decides that we must use land intensively on the premise. At present, the urbanization of china is speeding up, the urban scale expands rapidly, while the phenomenon of urban land extensive use is quite serious, and the intensive utilization is insufficient. Therefore, it becomes the focal point to which many experts pay attention to study on the urban land intensive use and improve the efficiency of urban land use. In view of the above fact, potentiality evaluation becomes particularly important as an indispensable part of the course of urban land intensive use.In this paper, it takes urban land intensive utilization in Anyang City , Henan Province (referring to Wenfeng District, Yindou District, Beiguan District, Longan District) for example, A comprehensive evaluation index system by the multi-factor comprehensive evaluation is used to evaluate scientifically the current status and potential of urban land intensive use in Anyang City on the basis of learning from the advanced theory and research methods at home and abroad, and system analysis on the collected information .From the results of the potential evaluation of intensive use evaluation, we can see the land-use potential and the direction of tapping in Anyang City, and then programming how to use the Land in stock. The thinking of this study is as follows:(1) Analysis of the Concept and Connotation of intensive use and potential of urban land and the theories becomes the foundation of this paper.(2)The urban land utilization is not intensive enough in Anyang now. the per capita area of construction sites in Anyang City in 2007 is 93.16 m2 ? people-1; the growth ratio of urban population and land is 0.44, that is far below the national average of 2.12, that is to show that urban expansion is so fast that it is much larger than the urban population rate of increase; The rate of idle land for urban construction was 15.1 percent, that is far higher than the national average of 7.5 percent. From the simple data above, we can see that the urban land use intensity in Anyang City is not high, to tap greater potential.(3)Potential of urban land intensive use is greater in Anyang by multi-factor comprehensive evaluation. Anyang City intensive use of land potential forⅡgrade level, that is the middle of the partial on the level, that is to say the region is far from attaining optimal use of urban land intensive, and there are being many problems, land use extensive, use less efficient of land, land use structure and layout of space unreasonable and so on, and greater potential to tap. The potential of directs is betweenⅡ-class andⅢ-class, Longan direct is the greatest(Ⅱ-class),followed by Wenfeng District(Ⅱ-class), the third is Beiguan District(Ⅱ-class),Yindou is the smallest district(Ⅲ-class), and regional orientations of tapping the potential are also slightly different.(4) Programming how to use the Land in stock. This paper proposes a programmer which is about how to use land in stock, in order to improve the extent of land-intensive use. The programmer includes scheduling and configuration. The programmer will be divided into two stages, In the near future and long-term. In the long-term, it is mainly to reduce land of per capita living space, and reducing industrial land per capita to supplement. On the one hand to increase the funding of the old city transformation, on the other hand to build multi-storey standard industrial building, that is to effectively improve intensive use of land.(5) Developing countermeasures. This article proposes countermeasures how to use the Land in stock to be taken to protect its smooth implementation, such as the changing in mind, improving the convergence between urban planning and land planning ; playing allocation for resource in the market, further optimizing the structure of land use . I believe that will become the important reference for policy makers and an important basis for revision of the new round of land use planning.This paper tried in several following respects:(1)define the intention of urban land intensive utilization; (2)structure the evaluation index system to intensive use of urban land;(3)programming how to use the Land in stock.
