Study On The Optimization Of The Fiscal Expenditure Sutrure Of Qinghai Province

Since Qinghai province adouted Reformanal Opening Policy,its economy advanced greatly. Along with its economy development and taxation system reform,The fiscal condition of Qinghai province has undergone fundamental changes,with its fiscal revenues climbing up,and fiscal expenditure structure improving.In 1998,China calls on the idea of executing public fisc strategy,thus necessitates the reform of government functions,i.e,the government should phase out from the market competion and direct to the guidance and administration.Qinghai province faces the dilemma of the utilization of its limited fiscal resources.How to allocate its fiscal funds effectively,and conforming with the requirement of market economy and public fiscal policy,It is the ctux for Qinghai government and the theoretical researchers as well.Based on the relative study of domestic and foreign countries,using the theoretical analysis and case study methods,The essay focues on the study of fiscal ependiture structure of Qinghai province,portrays the prevailing skelection of its fiscal expenditure structure,inclusive of objectives,principles and corelated factors.the author holds the opinions that strenghthening the administration of fiscal expenditure,defining core projects of it ,bettering expenditure channels are crux for the opitimizion of public finance expenditure of structure of Qinghai province.The author proposes the counter measures at the end.
