The Changes Of DPRK's Foreign Economic Policy And The Cooperation In Economy And Trade Of China-DPRK

Since 1980s,the DPRK recognized the unique function of foreign economy and made great efforts to push forward the development of foreign economy.After that,the DPRK government always emphasizes that to develop economy is its task at the core in its annual New Year speech and comments.In the twenty-first century,with the new international circumstance, the DPRK gets started to implement its diplomatic policies in an all-round way and create favorable international external environment and safe situation for self-development with the sufficient use of nuclear issues. In order to push forward economic development,the DPRK attaches great importance not only to its military-oriented policies but also economic development.Therefore,a series of measures have been adopted, especially that new foreign economic policies have been issued and carried out continuously.In the past few years,the economy of DPRK experienced a recovery growth,and its foreign economic cooperation had new development to some extent.All these created a new opportunity to economic and trade cooperation between China and DPRK,and enhanced the fast development of bilateral trade.But there were no fundamental changes on the trade mode and structure of import and export commodities between China and DPRK.Meanwhile,China's investment cooperation to DPRK enjoyed further development although in a low cooperative level and small scale with utility ratio of investment.The unprosperous economy of DPRK and the uncertainty of external environment and instability of foreign economic policies have great impact on economic and trade development between China and DPRK.In order to push forward foreign economic cooperation,the DPRK adjusts and develops and improves its foreign economic policies continuously.All these efforts lead to favorable results.The DPRK developed good foreign economic cooperation with China and Republic of Korea,but had no cooperation with other countries.It should be a long-term synthetic project for DPRK to strengthen its foreign economic cooperation with others countries with continuous efforts.Meanwhile,the DPRK recognized that it is very important to get aid and develop cooperation with other countries to thoroughly resolve its economic development issues.Therefore,it is the inevitable measure for DPRK to develop its economy by implementing foreign economic policies in an active and daring manner.The present situation of the DPRK's foreign economic cooperation is closely connected to its external environment.The DPRK's nuclear issue which has not been solved put DPRK into an unfavorable external environment and it is hard to develop ties with and get fund and technological support from international community.Domestically speaking,the present national system and the behindhand infrastructure formed barriers for foreign economic development of DPRK to some extent. Therefore,it is essential to create a peaceful and friendly international environment and to improve domestic infrastructure for development of DPRK's economy,especially foreign economy.The economic and trade cooperation between China and DPRK is the result of stable development of traditional friendship between two countries and is closely connected with DPRK's economic recovery and change of its foreign economic policy.The political advantage of traditional friendship,the unique and favorable geographic advantage and economic advantage of complementarities between China and DPRK creates a close economic and trade cooperation relations.Thanks to the external factors such as the collapse of former Soviet Union and economic sanctions and blockade implemented by western countries to DPRK,China became the largest trade partner to DPRK.But in recent bilateral trade development, there are issues such as the behindhand trade and settlement means.And compare to our neighboring countries such as Vietnam,Pakistan,the economic and trade cooperation between China and DPRK can enjoy further development.Under the present circumstance,it is not mature to develop China-DPRK economic and trade cooperation in a large scale because a lot of difficulties and unfavorable factors still exist.While from the long-term point of view,there is great potential for China-DPRK economic and trade cooperation and more space for further development although the process could be a long-term and full of twists and turns.The Republic of Korea attaches great importance to the economic and trade development between China and DPRK.But due to the incomplete understanding and distortion facts,Korean scholars raised the "threat theory of China's economy to DPRK",and exaggerated without restraint,which had a negative effect on the restoration of economic and trade development between China and DPRK,and the smooth development of Sino-Korea relations.The author studied the reasons for "threat theory of China's economy to DPRK", and explained and evaluated the significance of economic and trade cooperation between China and DPRK towards pushing forward China-DPRK economic and trade cooperative relations and Sino-Korean relations.
