The structural changes of factors allocation run through all the industrialization process, and decide the other macro and micro structural characteristics changes in different industrialization stages. Taking reform of factors allocation as the main line of dividing of industrialization stages, this paper divides industrialization into three stages, primary factors-driven stage, capital factors-driven stage and senior factors-driven stage from micro-perspective according to the economic contribution structure of different factors allocation in industrialization process, and then explores characteristics of different industrialization stages. Meanwhile, a new method system is proposed to measure the level of industrialization. Through the empirical analysis to China's industrialization level and that among regions in china using the theoretical model, it finds that China's overall economy is still in the capital factors-driven stage of industrializationⅠ, but has been starting to transit to the capital factors-driven stage of industrializationⅡ; And the Lever of Industrialization among Regions in China takes on significant difference.
