Selection Of The New Pattern Of Industrialization In The Western Region

Industrialization is the only way that a nation or a region must take in order to get rich. Industrialization in the developed countries has already been at the era of post-industrialization, where Information Economy and Knowledge Economy is driving fast economic development. While in China, industrialization is generally at the middle stage, where it is faced with not only the industrialization mission, but also the challenges of information science revolution. Standing in" the double wall", China has put forward a new-type industrialization strategy, trying to take the way on which information science development drives industrialization, and industrialization promotes information development with high scientific techniques, good economic efficiency, low energy consumption, less environmental pollution, full development of human resource. China exists huge regional differences in both economic development and industrialization; especially Western China is much backward in industrialization and has various levels. In the new era of the world information, globalization and ecological development, in the course of new-type industrialization, Western China should put feet on its own resources and industrial bases to select proper models to optimize the industrial structures and improve its industrial core competence. This is very important for promoting the regional sustainable development, carrying out the scientific development perspective, realizing the harmonious development and reaching the overall well-off society. Therefore, learning the successful development models from both the developed counties and the Eastern China regions, analyzing the experiences and lessons of the ongoing industrialization in Western China, finding out the problems, and designing a "Three-tiered Structure of Industrialization" Model for the new-type industrialization is the starting point of this Dissertation.The Dissertation consists of nine parts, focusing on such key problems as follows: First, through the literature review of industrialization theories from both home andabroad. Reveals the definitions and the Characters of the new-type industrialization. It summarizes and evaluates Development Economics on industrialization research, its new development and theoretical contributions. Also it analyzes the evolution, development of industrialization theory, on the basis of it, reveals the defmation and the characters of the New-type in industrialization, especially reveals the tendency of the Industrial Convergence under the background of the new-type industrialization. With the technical development and deepening of specialization, the dividing line of industries becomes unclear and the tendency of the industrialization Convergence comes into being. Second, Comprehensively evaluates the industrialization in Western China, to put an objective basis for the Choice of the new-type Indoctrination model in Western China, overviewing the history of industrialization in Western China. Using on the evaluation methods and the additional information indexes on the broad background of new-typed industrialization, the Dissertation adopts the statistical method to evaluate stage of the industrialization in Western China. On the above basis, it analyzes the advantages and the characteristics of the new-typed industrialization in the western China. Third , studies the choice of the new-type industrialization model in Western China and content design of it. It begins with the models of foreign countries comparing the American-Britain model, German-Japanese model. Pre-Soviet Union model and the new-typed models in the East Asia. It also discusses Wenzhou Model, Sunan Model and Shooing Delta Model, etc., which have appeard in the course of the development of regional industrialization in China, since the reform and open-door policy was carried out. and the implication to the choice of the new-type industrialization model in Western China. Then, the Dissertation focuses on the general model of new-typed industrialization by contrasting the East China Region to the West China region, and finding out the factors, which restrict the model selection of western regional industrialization. The so-called "Three-tiered Structure" Model is designed for the western regional industrialization, namely ongoing Industrialization, re-Industrialization, and Modernization of Industry whose main content is the industry convergence. Fourths, uggests the realizing path andinnovation supports for west regional new-industrialization model. It analyzes the status quo of west regional industrialization and provides the realizing path for new model. Further, It states the innovation supports including: information driving industrialization innovation, sustainable development innovation, and strategic innovation of human resource development, scientific technological innovation and institutional innovation.The model of industrialization in Western China is dynamic, which varies from the changes in the national or regional economic development levels, internal and external economic environment, technical environment, and institutional environments. At the given conditions, the selection of industrialization model is dynamic and changeable.
