In recent years, in light of the reformation of commercial banks and the opening up of Chinese financial industry, the domestic banks generally focus their business strategies on the big cities, big projects and big enterprises. Therefore, the competition in the urban region is becoming more and more intensive while the finance business in the county region remains weak despite the prominent prospect and strong government support to these regions. In such a situation, the Rural Credit Cooperative Union becomes the main strength of the rural finance actually. Due to this homogeneity competition pattern, the Agricultural Bank of China, Guangdong branch (hereafter refers to as ABCGD) will not only face difficulties to obtain the significant breakthrough in the urban region market, but also confront a huge challenge in the county region market in which it has deep historical origin and traditional advantages. Meanwhile, the shareholding system reform of the Agricultural Bank of China which attracts most attention has entered into a critical stage. How to co-ordinate well with the commercial operation and providing good service to the county region is also an important issue that ABCGD urgently needs to resolve. In view of the dual changes of the market competition pattern and shareholding system reform, the dissertation provides an in-depth and elaborate analysis and discussion on the strategic transformation of management of ABCGD in order to improve its market competition strength.The dissertation is divided into five parts, the first part briefly introduces the research background, contents and methods, followed by the review and summary to the basic theories and research literatures on the enterprise strategy management. The second part makes a key introduction to the formation background, basic content and main problems on the present management strategy of ABCGD. The third part conducts a detailed analysis on the environment and competition situations of Guangdong banking industry. The forth part elaborates the new management strategy on constructing a two-tier management system to promote the communal development of the urban and rural business. The fifth part, in view of the problems which will possibly appear in the new strategy's implementation process, proposes some advisory opinions on the corresponding adjustments on organizational structure, human resources management, credit risk control and innovational culture reconstruction.
