The development of development zone (mainly refers to state-level high-tech zones) is an important symbol of China's success in its reform and opening up policy, after more than ten years development, development zones play a leading role in sharpening the city's competitive edge and promoting the country's overall strength.After more than 10 years of development, high-tech zones approach to development of "factor inputs model" faced with resources and the environment rigid constraint. At the same time, under the guidance of the "market for technology" policy, the current development of enterprises face some problems, such as independent innovation capability and core competence is not strong, weak industrial clusters and risk investment system issues imperfect. According to evolution of the industrial structure and the requirements of the scientific concept of development, development zones adjust the industrial restructure and enhance the abilities of independent innovation and core competence in the "second venture" phase.Nowadays China has 54 national high-tech zones. Because Wuxi high-tech zones develops relatively standardized in the development zones, industrial development relatively typical, and comprehensive development at the forefront of the national development zones. The author conducts an empirical analysis of Wuxi high-tech zones, and introduces Wuxi high-tech zones take measures of adjusting the industrial structure. In the other hand, learns from overseas experience in industrial development by comparing the science and technology parks. In the end, on the basis of researching Wuxi high-tech zones'development and learning from overseas experience in the development of science and technology parks, the author brings forward four conceits on adjusting the industrial restructures: building development zones independent innovation system; strengthening the "government, industry, academia, research, referral, the capital" linkage mechanism to; strengthening science and technology intermediary institution; enhancing Development zones'core competence capacity and strengthening risk investment system.
