Research On The Integration Development Of High Tech Industrial Clusters In Chang-Zhu-Tan National Independent Innovation Demonstration Zone

The National independent innovation demonstration zones approved by the state council are important space carriers for the agglomeration and development of high-tech industrial clusters in China.They can not only take the lead in exploring the experience of high-tech industry and independent innovation,but also have the demonstration effects.This paper which researches on the integration and development of high-tech industrial clusters in Chang-Zhu-tan national innovation demonstration zone,takes the high-tech industrial clusters of Chang-Zhu-tan national innovation demonstration zone as the research object,bases on innovation network theory,industrial cluster theory,synergy theory,and spatial interaction theory,uses the data of China statistical yearbook,Hunan statistical yearbook,and Hunan development zone statistical yearbook,and uses SPSS21.0 statistical tool,literature analysis,empirical analysis,quantitative analysis and qualitative analysis.Specific conclusions are as follows:I.Through the analysis of the present situation about high-tech industrial clusters in Chang-Zhu-tan urban agglomeration,Chang-Zhu-tan national innovation demonstration zone and high-tech industrial clusters in Chang-Zhu-tan national innovation demonstration zone,there are still many problems,such as the convergence of industrial structure,the defect of industrial chain,the unbalanced development of clusters,the lack ofscientific and technological input intensity,the weakness of radiation driven function,the shortage of industrial land resources,the lack of collaborative innovation awareness and so on.II.The influence factors and mechanism analyses of integrated development.The influencing factors are analyzed from 2 aspects:favorable factors and unfavorable factors.Favorable factors mainly consist of the opportunity of new science and technology revolution and the support of preferential policies,the advantage of intellectual resources of Chang-Zhu-tan urban agglomeration,and the superior external environment of high-tech industry in Chang-Zhu-tan urban agglomeration.Unfavorable factors are mainly composed of international and domestic economic depression,the pressure from the transformation of high-tech industrial clusters,and the competitive pressure from the high-tech industrial clusters in other national independent innovation demonstration zones.The mechanism analyses contain the market competition mechanism,the government coordination mechanism,the intermediary organization mechanism and the coupling mechanism.III.The choices of Integrated development paths.The integrated development paths mainly comprise 2 aspects: industrial integration and spatial integration.Industrial integration contains 3 aspects: namely,to build industrial clusters,to strengthen industrial chain collaboration,and to promote the coordinated development of clusters innovation;Spatialintegration involves 3 aspects: namely,to optimize the spatial layout,to advance the city-industry integration,and to promote regional cooperation.IV.The strategies of integrated development.Put forward 7 aspects of the strategies,including:constructing differentiated industrial system and realizing the interactive development of industry,improving the high-tech industry chains and enhancing high-tech industry clusters cooperation,promoting the coordinated development of clusters and accelerating the flow of innovative elements,innovating financial support and improving cluster competitiveness,enhancing radiation driven function and strengthening demonstration effect,planing industrial space layout and promoting the city-industry integration,transforming government functions and promoting governments cooperation within Chang-Zhu-tan urban agglomeration.V.Conclusions.Combing the relevant theories about the integration of high-tech industrial clusters and industrial clusters,respectively defining the concepts of national independent innovation demonstration zone,hi-tech industrial cluster and the integration of high-tech industrial clusters,and basing on the analyses of the present situations,existing problems,influencing factors and mechanisms of the integration of hi-tech industrial clusters in Chang-Zhu-Tan national innovation demonstration zone,this paper puts forward the development paths andcountermeasures for the integration of hi-tech industrial clusters in Chang-Zhu-Tan national innovation demonstration zone.
