With the increasingly fierce competition in the city today,we need to recognize and create the local resources at any time day by day, exploit local advantages, and build urban core competitiveness, seek city's personality characteristics. However, the urban characteristic originates from the urban resources talent that we must take them excavation and the conformity. This article take the resources talent as a breakthrough point, I establish the city resource appraisal the indicator system in six aspects that there are the urban economy environment, the urban function environment, the civic culture environment, the urban science and technology education environment, the urban politics law environment, the urban natural environment. I seek for urban the resources talent, and construct original pattern of the value of the urban brand.Xinyang, as a medium-sized city, has Convenienct transportation, the rich natural resource and the diverse humanities landscape, but the rich resources talent hadn't brought it the proper popularity and the fine reputation. The Xinyang Government has done the massive work to enhance the popularity and the fine reputation of the city brand, but the result had little effect.Based on this background, this article excavated Xinyang resources from six big aspects (urban economic environment, urban function environment, civic cultural environment, urban science &technology education environment, urban politic law environment, urban natural resource environment), we found the resoures talent of the ciy.In view of the original urban brand ,We propose the core value"the tea culture, the quality life, the red traveling, the charm of Xinyang". While maintaining its core values remain unchanged, in account of Xinyang disadvantages and advantages of resources, we improve and innovate the core value of the Xinyang brand.In according to resoures talent,we can promote value of the Xinyang city brand from four aspects (cultural innovation, industrial structure innovation, environment innovation, human resources innovation) ,and give the concrete strategic suggestion.
