On The Strategy Of Prospering Our Country By Exploiting Our Talent Resources

With the profound change of situations in international economy and politics, the competition of poly-national power between countries in the world is becoming furious under the leitmotiv of peace and development in 1990s, and the new economic form is growing. Different from agricultural and industrial economy, knowledge economy is sustainable. It is thought that the immediate and significant economic element is not raw resources or capital or labor-power, but the wealth of talent .So we would be better to say that the competition between countries is not on poly-national power or high-tech but on talent, knowledge economy is in essence talent economy.However, the want of talent to the developed and the developing comes by with talent economy, it emerges for the contradiction between the lagging of talent training and the rapid development of economy, so all the countries take measures to adjust and formulate their talent strategy to exploit their manpower in the beginning of 1990s. At the same time, the developed vie with other countries for the wealth of talent by hook or by crook which brings about the running off of talent from the developing and aggravates the spatial difference between them.China is the biggest developing country in the world, the coming by of knowledge economy brings about not only the chance but also the challenge of economic development. The problems of the current situations of coexist of lagging agricultural and industrial economy and barely adequate talent resources are the "bottle-neck". The Center of our Party presided by Chairman Hu Jintao goes deep into the current domestic and international situations and carries out the new talent strategy-the strategy of prospering our country by exploiting our talent resources in 《The Outline on Planning the Construction of National Talent Resources in our Country from 2002 to 2005》, it ruins the old conception of talent resources, builds up a new scientific one and also decides the path our country will go through to theprosperity by exploiting our talent resources during quite a long historic period afterwards.This thesis is made up of five sections, the first section is about the analysis of the inner and international current situations and the theoretical bases; scientific standpoints of talent, the substance, three segments and the basic principle of the Strategy is in Section Two to Section Four; the significance of performing the Strategy is introduced in the last section.
