China government pays high attention to work safety; she is not only making big progress on developing and improving current safety law and regulation, but also reinforce the State Administration of Work Safety to support country work safety management. China government promotes OHSMS in industry field to push enterprises to develop their reliable safety management system. Lots of safety management standard has been developed and implemented also.But we must accept that we still need to make large effort on continue improving our safety management skill and methodology. The OHSAS18000 standard has been widely implemented in lots of enterprises. The purpose of this system' s implementation is to use the advanced management theory and standard to improve companies' health safety management level and to create a prevention system to better control the incident rate. The OHSAS18000 is another standard of management system which following IS09000 and ISO 14000.OHSAS18000 following dynamic PDCA continuous improvement methodology and provide support to key safety problem identification and solving. Lots of enterprise developing their own systematic safety management process with this system. This is a good improvement, but my opinion is there must be a big improvement chance by introducing quality tool into safety process improvement activities.As a country safety manager of my company, I have chance to participate our joint venture' s safety management, providing technical support is my responsibility. I take advantage of my role, get support from local management and work with local safety team to try the quality management approach in local enterprise safety process improvement. We used the basic quality improvement DMAIC approach and basic quality tool, such like process map, fishbone diagram, "5 why" analysis technique, FMEA, Pareto chart to identify key safety issues and improvement opportunities. And finally, with these quality tools, we have improved local safety process and also achieved annual safety performance target. With the success of this experiment, we make conclusion that quality management tools are applicable in enterprise safety process improvement activities.
