With the advancement of the quality requirements of infant formula food, and the increasingly strict national supervision, enterprises have been facing various kinds of risks, which require a higher level of development of the enterprises` management standard, management consciousness,and management behavior, and need that the product quality management works must be improved and optimized continuously. Enterprises producing Infant formula food must improve their selves, in order to overcome these difficulties and maintain their own development. Liaoyuan dairy group is a typical dairy production enterprise, with a development history of more than 60 years, that has nourished several generations of people, and owns a good social reputation,especially in the northwest region of the country, and it has always been adhering to the management philosophy of that "the responsibility creates value, and the quality casts Liaoyuan".To have the further increasing requirements of potential hazards and risk prevention and controlling for product quality and safety, to improve the product qualification rate, to reduce waste, to reduce costs, and to continuously and steadily improve the product quality are Liaoyuan dairy`s unswerving pursuit and goal. However, in the operation and management level, there are still some problems existing.The article firstly did a statistical analysis for the disqualification reasons of product quality of Liaoyuan dairy factory over the years, including illegal or improper manipulation, unqualified raw materials, deviation of inspection and testing, reporting not in time, poor posts links, wrong instructions and feedbacks of upward and downward etc. Through the in-depth analysis and diagnosis of these problems, combined with the quality management of ISO9000, HACCP hazard analysis and critical control points, precise production, PDCA cyclic analysis, supplier management and other related theories, as well as 6 Sigma improvement and other related tools, it put forward the specific measures to improve the quality management of Liaoyuan dairy. It includes such points of improvement of the personnel quality, the establishment of the quality management system of the whole industry chain, the strategic alliance with suppliers to form a common profit body, improvement of the overall level of laboratory operation, and strengthening recognition and implementation of quality and safety management from all employees. With the implementation of these measures, Liaoyuan dairy got the preliminary improvement in solving the quality management problems. In the end, the improvement effects after applying these measures are summarized, and the research direction of future industry quality management is put forward according the current situation and environment of infant formula food.The research generally applied quality management theories, and combined with the current situation of the industry to carry out the specific analysis, so the research has certain practical significance, that could provide some ideas and suggestions for the similar enterprises` quality management in our country.
