However, in the operation and management level, there are still some problems existing.The article firstly did a statistical analysis for the disqualification reasons of product quality of Liaoyuan dairy factory over the years, including illegal or improper manipulation, unqualified raw materials, deviation of inspection and testing, reporting not in time, poor posts links, wrong instructions and feedbacks of upward and downward etc. Through the in-depth analysis and diagnosis of these problems, combined with the quality management of ISO9000, HACCP hazard analysis and critical control points, precise production, PDCA cyclic analysis, supplier management and other related theories, as well as 6 Sigma improvement and other related tools, it put forward the specific measures to improve the quality management of Liaoyuan dairy. It includes such points of improvement of the personnel quality, the establishment of the quality management system of the whole industry chain, the strategic alliance with suppliers to form a common profit body, improvement of the overall level of laboratory operation, and strengthening recognition and implementation of quality and safety management from all employees. With the implementation of these measures, Liaoyuan dairy got the preliminary improvement in solving the quality management problems.
