The governance of Industrial Cluster(hereafter abbreviated as IC) has become a hot issue of IC research recent years.Research in this paper is based on the redefinition of IC and the analysis of its organic characteristics.From the brand new research perspective-the polycentric governance theory in the Public Management field,this paper tries to prove that the polycentric govemance theory is in accordance with the nature and the characteristics of IC,moreover,is a good pattern of IC governance.Following the path of "mechanism-structure-performance",this paper analyzes the polycentric governance system of IC and sets up a model of polycentric governance in the interaction between local network and global value chain(hereafter abbreviated as GVC),in the foundation of this,then introduces the participants from local network and GVC.At last this paper combines the theory and practice together by the case study of Qinlan electronic IC in Anhui province.This paper is mainly arranged as thereinafter:Chapter 1 is introduction,mainly studies on the research background of IC polycentric governance:the interaction of globalization and localization as well as the hazards and the handicaps that in the way of the development of IC.Also discusses the theoretical and practical meanings of this paper,and finally depicts the structure and research method of this paper.Chapter 2 is an overview of past IC research,focuses on the introduction and analysis of the development of IC research and the recent status of IC governance research.By this work,discovers that the IC governance has attracted many scholars and has many productions,however,it lacks an integrated framework from the views of both IC local governance and GVC governance.Chapter 3 is the study of IC polycentric governance theory and system,which is the theoretical innovation part of this paper.The study of IC polycentric governance theory starts with the discussion of the concept and basic characteristics,then introduces the polycentric governance theory.From both the properties of IC and the current background of IC development,discusses whether the polycentric theory is fitted the unique organization,finally defines the meaning of IC polycentric governance;The study of IC polycentric governance system separately discusses the mechanism,structure,performance of IC polycentric governance,and sets up a new research framework from the polycentric governance theory-a model of polycentric governance in the interaction between local network and GVC,furthermore,explains the significance and essence of this model,also compares the differences and illustrates the dynamic mutual cooperation between local network governance and GVC governance.Chapter 4 is the study of the introduction of participants of IC polycentric governance, which is greatly based on the model of polycentric governance in the interaction between local network and GVC,introduces IC polycentric governance participants in the view of local network governance and GVC governance.For the local governance part,selects the IC enterprises,local government,industry associations,colleges and scientific institutions as the representative governance participants and discusses their roles in the IC polycentric governance;For the GVC governance parts,firstly summarizes the development and the meaning of GVC governance,secondly introduces the identifications of GVC governors and the five different models of GVC governance,finally analyzes the GVC governor status and the governance role of leading companies.Owing to the study of chapter 4,it is more clearly that IC polycentric governance is a process of the interaction between the local network and GVC.Through various IC governance participants' communication and negotiation,"game-playing " and interaction,cooperation and coordination,may reduce the hazards and handicaps of IC and promote the IC into the way of upgrade.Chapter 5 is a case study of Qinlan electronic IC,which begins with the reason why choose this case,then introduces Qinlan electronic IC's development and the situation nowadays.After that discusses the hazards and handicaps it faces.At last,combines the theory of chapter 3 and the analysis of polycentric governors' role of chapter 4,tries to give some suggestions of how to govern the Qinlan electronic IC in an integrated view of local network and GVC,and how the polycentric participants interact in the cooperation and "game-playing'.Chapter 6 is the conclusion and prospect,summarizes the main productions of this paper and looks forward to what could be improved in the future.
