Research On The Framework And Efficiency Of Regional High-Tech Incubation Network Based On Polycentric Governance

With the rapid development of our country's science and technology incubation enterprises, the technology innovation is becoming more and more complex. The resources and capacity of a single science and technology business incubators are limited, so they can't meet the needs of the development of venture enterprises, therefore, network gradually become the development direction of regional science and technology incubation industry. Regional technology incubation associations are set up in various areas in China, so the governance pattern of network has changed, thus it will affect the efficiency and development of networkFirst, this paper is about the framework and efficiency of regional high-tech incubation network, it is based on polycentric governance. So it reviews the theories of incubation network, collaborative innovation, polycentric governance and network organization, then it points out the framework of regional technology incubation networks from networks' structure and governance mechanism. Besides the paper discusses the factors what affect the efficiency of network with the model of ESCP. The ESCP is based on SCP and 3C theory, it includes the environment, structure, conduct and performance. Then the efficiency of the networks is tested and verified through empirical studies with SPSS.At last, the paper points out the main ways to improve the efficiency of the networks. The conclusion indicates:(1) Polycentric governance makes the network nodes layered, brings forth the hierarchical governance structure and the network's platform operation. The of regional technology incubation network should be made from the macro level and the micro level.(2)The network environment, network structure and network behavior has a positive effect on the network output; And regional technology incubation associations should improve the efficiency of network through creating a good network environment, optimizing the structure of network, promoting the network interaction, building the incubator‘s competitiveness, taking effective governance mechanism and making reasonable policy and so on.
