Management by Objectives Is a management system that is combined by management and behavior science method by applying fixed objectives in advance. In Nov. 6th, 1954, the famous American management expert Peter Deruker published "Management Practice", which defined the concept of management initially, proposed and interpreted Management by Objectives. He believed that the higher authorities must make what the objective it is clear to every member so as to achieve the overall objectives. Every member must know about the organization's overall objectives and combine his own objective with the overall ones in order to fulfill the overall goal.Nowadays, Management by Objectives is applied widely by different fields of the society. According to the science development point of view, Management by objectives plays an instructive and driving role in the course of managing the Party school, so the grass-roots Party school should draw up concrete objectives situated to local conditions and the time according to the overall objectives and make Party schools' objective management get the best effect by drawing up, carrying out, checking up and evaluating the objectives, so as to make contributions to the development of the local economy and society . Office Management by Objectives is one of the important parts of the grass-root party school's Management by Objectives. According to science development, overall planning and viewpoint of harmony, the function of the office management by objectives in the grass-root Party school is strengthened .The new situation claims that the Party school should strengthen the ability and function of office management by objectives in practice and improve the professional skills of the office staff.The study is based on the above theory back ground The author expect to get some new enlightenment through the case study, so as to find out some solutions to the problems of the office management by objectives in the grass-root Party school, and make contributions in the two aspect of theory and practice. According to the theory of Management by objectives, we offer the theory frame on which our experimental study in based .We mainly did the case study in the nine offices in Dang yang Party School .We have found out many problems of the management by objectives in the grass-root Party school office in the case study. These problems are crucial to the development and improvement of the grass-root Party school .In order to adapt to the new situation, the grass-root Party school must strengthen the office objective management. In the direction of the school overall objectives, we should carry out the office objectives, set up the encouragement system and then carry out the grass-root Party school's overall objectives by direction and supervision.
