After the People's Bank of China and China Banking Regulatory Commission are separated, the functions of the People's Bank of China are "one strengthen and two conversions", that is, strengthening the function of monetary policy and converting financial supervisory into financial stability and financial services. With the deepening of financial reform and the openness of financial markets, there are higher requirements for the branches and sub-branches of the People's Bank of China to carry out their duties. To raise the working standards, strengthen the ability to carry out duties, and encourage employees to work enthusiasticlly and creatively to achieve organizational goals by incentives, become an important content of human resource management for the A grass-root of the People's Bank of China. So far, there are shortcomings in incentive mechanism of A grass-root of the People's Bank of China, the potential of grass-root staff human resources has not bring into play. Incentive mechanism is an art of management, which can effectively bring the human resources potential into full play. The improvement of incentive mechanism is quite necessary to the A grass-root of the People's Bank of China.Based on the motivation theory and human capital theory, this paper analyzes the importance to improve incentive mechanism in A grass-root of the People's Bank of China, the current situation and problems in incentive mechanism from the new function of the A grass-root of the People's Bank of China and their new requirements to improve the incentive mechanism. The following conclusions are drawn in the paper:lmprove the original examination and evaluation mechanism, establish a scientific evaluation system of performance appraisal.Design pay and benefits standards, trigger the enthusiasm of the employees. Build a scientific system of promotion and career development planning, stimulate the energy of employees. Perfect employee reward system, improve employees'productivity.Establish mechanisms for employees to participate in major decisions, expand the scale for the staff. Construct organizational culture characterised by A grass-root of the People's Bank of China, enhance employees'loyalty.
