It's very important to build an extension system to make a full use of science and technology talents, to improve and supplement extension system at present, to improve transfer efficiency of achievements and to accelerate the traditional agriculture change into modern agriculture.In this paper, characteristics and major problems in the agricultural extension system of our country were evaluated, origin, connotation, extension pattern and significance of technology special commissioner system also analyzed according to the current work progress and conditions. Moreover, factors limiting development of technology special commissioner system and relationship between rural special commissioner and science and technology service market were discussedThe results indicate that the extension of technology special commissioner system greatly accelerated the transformation of scientific and technological achievements and improve peasant technological knowledge, and adapts to socialist market economy and our country situation. It is a effective way for solving the problems of "ACP" (agriculture, countryside, peasant) recently.The extension of technology special commissioner system is an innovation form of the diversification extension system in our country. It adapts to the trend of international agricultural extension and characteristics of present agricultural development of our country. It will be better for solving the problems of ACP at present.
