Current Situation Analysis And Countermeasure Suggestions On The Implementation Of Guangxi Rural Science And Technology Commissioner System

China's science and technology commissioner system originated in Nanping City,Fujian Province.After summarizing and promoting by the Ministry of Science and Technology,it has become a new rural science and technology service mode to promote agricultural efficiency,rural development and farmers'income.It is an important measure to solve the"three rural issues"in the new era.The rural science and technology commissioner system has provided many new ideas for the extension of agricultural science and technology and the development of rural economy in Guangxi.It has constructed a new scientific and technological service model,accelerated the progress of rural science and technology and the adjustment of agricultural industry structure,and has played a positive role in promoting the prosperity of farmers and the economic growth of counties.However,there are still many problems,such as insufficient overall vitality,low overall quality of rural science and technology commissioners,unclear positioning and poor management,which restrict its sound development.Through literature research,comparative analysis,this paper analyses three advanced and typical models of science and Technology Commissioner System in China,including Nanping model,Ningxia model,Zhejiang model,as well as the successful experience of agricultural technology extension in developed agricultural countries of the United States,Japan and the Netherlands,and according to the typical cases of Guangxi rural science and Technology Commissioner system.By analyzing the current strategy of rural rejuvenation and drawing on the advantages of the development of the rural science and Technology Commissioner System in Guangxi,we can extract some good suggestions which are in line with the actual situation of Guangxi.Adhering to the principle of combining internal and external factors,we should not only strengthen the construction of rural science and technology commissioners'own team,but also increase the support of the government,clarify and improve the paid service mechanism,further clarify and strengthen the orientation and understanding of rural science and technology commissioners themselves,and improve the problems and shortcomings in the system of rural science and technology commissioners in Guangxi.Guarantee the long-term and healthy development of the rural science and Technology Commissioner System in Guangxi,and make its own contribution to win the battle against poverty in the whole region and to realize the overall poverty alleviation of the rural poor in 2020.
