Wuqi County was the world famous Long March's foothold,and now it is the fist county of Returning farmland to forest in our country.For the past ten years,it has built the big area artificial vegetation through the planting the forest and grass,grazing ban and enclosing hillsides to facilitate afforestation,aero planting and other items of environment building on project of Returning farmland to forest(grass) to built the mountains and rivers are elegant,of which coverage fraction has achieved 38.10%,the foundation ecological environment condition has the improved effectively.Meanwhile,because of the growing of population,the development of socio-economic,the constructing of facilities for energy sources, transportation,infrastructure of city,we need a lot of land.Due to food security, environmental safety,homeland security with protection and utilization of forest land pertinent closely,we should do well the forest land protection using work completely under the controlled conditions of considering present social development demand,also gives dual attention to the long-term homeland security and keeping the opportunities to the future development.Under this situation,the studied has carried out protection and utilization of forest land of wuqi county,the main results as followed:Forest land protection and utilization characteristic in wuqi County is huge for the expansion potential.The area of arbor land is less than scrub,so it has a broad development opportunity.The forest structure is reasonable and the classification management philosophy is clear.The area of the desert mountain and wilderness slope area is big,so the forest afforestation rate can enhance.The project of the Returning farmland to forest has a good quality.The most important problem on the Protection and Utilization of Forest Land is the area of forest land takes to be big,and confiscation of forest land increased sustaining.The forest land of takes back from agriculture area expand rapidly,so the forest land property right is validated difficultly and ownership of forests card be provided in arrears,The phenomenon of the forest land was invaded optionally can be seen everywhere,all of above can be solved difficultly.The economical expand rapidly,the forest land was invaded cannot be estimated accurately.The scrub forest proportion is high and the tree forest scale is small.The benefit of ecological is remarkable,but the efficiency of economic is low. To the conditions of the similarity and difference of Wuqi County natural and geographical as the main basis,the main consideration is topography,soil,weather and the biological phenology,to mainly to the natural and socio-economic factors to the regional boundaries,basic maintain the integrity of administrative villages.The county will be divided into the drought Wudinghe river source soil and water conservation windbreaks and sand-fixation district,the drought beiluohe River source water conservation windbreaks and sand-fixation district.The Semi-arid beiluohe river source water conservation district and integrated demonstration district of woodland use.According to the forest ecological fragility,the importance of ecological location,the level of economic development and the actual county forest land,forest protection throughout the county were divided into three levels,first protection level woodland is 72 568.1 hm~2,of the total forest area 30.6%;second Forest protection level is 160 427.8 hm~2,of the total forest area 67.7%,third protection level woodland 4 107.2 hm~2,of the total forest area 1.7%.
