As the main body of ecosystems, woodland seriously impacts on the ecological environment. The woodland resource protection and rational exploiting play an important role in the improvement of the ecological environment, to maintain the global ecological balance, and promote the sustainable development of the social resources and environment. Protection and Utilization Plan is an important means to safeguard the sustainable development of forestry through coordinating woodland resources, increasing forest ecological resources, and enhancing woodland management efficiency. There is a big gap between the investigation of forest resources and forestry development requirements. Therefore, the urgent problem need to be solved is the use of new technology to quickly and accurately identify the status of forest resources.This article is based on3S technology to dynamically monitoring forest resources using small classes and pixels method. According to the early small class database and remote sensing images, we modify the formation to create a new small-class database. Subsequently we analyze the statistics of various types of woodland to rationally plan the protection and utilization of woodland in Anren County. The main conclusions are as follows:(1) Woodland overall planning objectivesTo2020, woodland and forest has steadily increased to94,100.0hectares and82,500.0hectares, respectively; woodland productivity has improved significantly, up to79m3/hectares; occupation by construction projects is strictly controlled at the scale of1000.0hectares or less. Commercial forests and public forests are slightly increased.(2) Coordination and layoutCoordination:according to the natural and geographical conditions in Anren County, forests are divided into11forest functional partition as follows:Anren Zijinxian and Panguxian county-level nature reserve, Anren Renxiong Mountain provincial forest parks, Anren and Lunyan county-level scenic spots, Yongle River Basin rocky protection and restoration areas, Huan and township environmental protection forest area, the eastern part of fast growing timber area, southeast industrial raw timber forest, southwest of Soil and Water Conservation area, northwest of Moso bamboo industry development zone and central forest development area. Layout:according to the Anren different regional environmental carrying capacity, the county’s land space is divided into key development, restricted development zones and prohibited development zone.(3) Woodland conservation planForest land classification:According to the dominant function, Anren woodland is classified into public and commercial forest, To2020, public and commercial forest area will adjust to44,685.5and27,200.0hectares, respectively;Woodland structural adjustment:reducing the shelterbelts and appropriate increasing the proportion of special use forests to36576.2and6788.0hectares, respectively; to increase fast growing forest, industrial raw material forest and economic forest proportions to annual area of11,922.0,18,896.2and13,628.0hectares in2020, respectively. To adjust mixed and pure forest proportions (pin, wide and the mixing ratio of the forest from 73:13:14in2009to50:30:20in2020). To adjust wood species (more800.0hectares of precious trees will be planted before2020);Utilization of key forestry projects land:To2020, the key forestry ecological projects and commercial forest will grow to16740.0and25500.0hectares.(4) Woodland scientific managementAccording to Hunan county forest land protection and utilization Measures, the woodland Quality in Anren is rated into five levels, the Class Ⅰ area of8995.8hectares (9.65%), grade Ⅱ22045.4hectares (representing23.65%), Ⅲ class30.560.6hectares (32.79%), grade Ⅳ28,523.1hectares (30.60%),Ⅴ level of3077.1hectares (3.31%); to2020, we plan to achieve an area of25,300.0hectares of forest quality engineering (woodland disaster recovery2500.0hectares, talented replacement800.0hectares and the existing forest section2000.0hectares, young forest20,000.0hectares). We implement inefficient Plantations Transformation at9900.0hectares.
