Natural resources are the substantial foundation of economic growth. The theory of value and method of natural resources'price are one of the most important contents of sustainable economic development. According to the current research of the theory of resources, the paper intends to offer the research idea which is based upon economy.Firstly, it's the development of theory of value. As the foundation theory of value, according to history development, this paper discuses Labor theory, Product element theory, Utility theory, Market theory and the Generic theory from the aspect of philosophy.Secondly, it's the theory of natural resource'value, emphasizing explaining the source of resources'value and the contents of nature resource'value. As to Labor theory of value, some insist on it, some conclude that value is changed along with time, some want to combine the Labor theory and Element theory together. While when it comes to Element theory, economist recognize that the value of resources are rooted from their limited quantity and usefulness. This paper concludes that there is no consisted conclusion of the meaning and contents of natural resource'price and it is difficult to assess its value upon to the system of economics.Thirdly, it is the primary model of natural resource'price, including Shadow-price model, Li Jinchang model, Marginal cost model, Market price model etc. Of course, the estimates about their applicability are referred to.Fourthly, discussing some of the mechanism design of resources'price, it relates to property rights, mixed market mechanism, assessment of Gross National Product etc. Finally, making suggestions practically, it is strengthen the control of government to basic resources, establishing mixed property rights, setting up rewarded exploitation system etc.
