As an external-modern nation, china is experiencing the traditional planned system to a market system and because the traditional system of inertia and special national conditions, although the local government is no longer under the traditional system as the mainstay of economic development. But it still plays a dominant role, accepting important responsibilities in aspects of promoting regional economic development, increasing employment, improving the environment, and through the grade administrative mechanisms to promote. On the background of Eastern part economical development and western part developing, the behavior of attracting commerce and investment of western local authority is being a focus in the theory.On the basis of previous studies, this paper takes use of systematology theory, from an objective operating conditions and the political system, financial and organizational constraints, bound by the informal system of four levels of the western region local government investment behavior of ecological space reduction, combined stakeholder analysis local officials explained the logic investment behavior, to study local government investment behavior of a framework for analysis. Four adaptive strategy options and the corresponding effect in the macro and micro scenes were noted and related measures, which standardized local government investment, were Raised without ripe circumstances.Thesis researches objective circumstance of western local government investment behaviors taking use of macro and micro analysis methods. Meanwhile, because of vast territory and different traditions, the framework can provide reference to other regions and propose targeted recommend measures in order to boosting local government investment and regional economic development.
